PRESIDENT AND BOARD OF DIRECTORS
Ruben Barrales most recently served as the President and Chief Executive Officer of the San Diego Regional Chamber of Commerce- the largest regional Chamber of Commerce in California. Barrales also served as Deputy Assistant to President George W. Bush and Director of White House Intergovernmental Affairs.He was the President’s senior representative to the nation’s governors, legislators, mayors and other elected officials, including state, territory, local and tribal government leaders.He served on the President’s National Energy Policy Development Group and served as a Chairman of the President’s Task Force on Puerto Rico’s Status. Prior to joining the President’s staff, Mr. Barrales was President and Chief Executive Officer of Joint Venture: Silicon Valley Network, where he led a regional civic organization of Silicon Valley high-tech business executives, university leaders, and local elected officials. In 1992, Mr. Barrales became the first Latino elected to the San Mateo County Board of Supervisors.He was reelected and became president of the Board of Supervisors in 1996. Barrales was recognized for leadership in forming a coalition of local jurisdictions that reduced violent crime by 80 percent in the city of East Palo Alto and he helped to create one of California’s first public charter schools. Barrales received the “Ohtli Award” from the government of Mexico for his commitment to improving the well-being of Hispanics in the United States. Hispanic Business Magazine has listed Mr. Barrales as one of the “100 Most Influential Hispanics” in the United States three times. He has also been named “A Global Leader for Tomorrow” by the World Economic Forum in 2000. Barrales earned a joint Bachelor of Arts Degree in Political Science and Administrative Studies from the University of California, Riverside. He and his wife, Kelly, have two children.

Armando Azarloza is president of The Axis Agency, a prominent and award winning intercultural public relations, marketing and advertising firm that has shaped the strategy for brands ranging from the U.S. Army to Clorox, from Nintendo to the U.S. Treasury. Prior to Axis, Mr. Azarloza was executive vice president and general manager of the Los Angeles office of Weber Shandwick. Before joining the firm, he was press secretary to U.S. Congressman Buck McKeon (R-CA), the chairman of the House Armed Services Committee. He is also on the board of advisors of Hispanicize, the leading U.S Hispanic media conference.
Kristen Lucero is an experienced litigator who is now a private attorney with an Orange County law firm. She previously worked as a criminal prosecutor for the Orange County District Attorney’s Office and for the Ventura County District Attorney’s Office, where she was repeatedly recognized for winning the most jury trials during her tenure there. Kristen grew up in a bi-lingual household as the daughter of a school bus driver and is the first member of her family to attend college. She graduated with a B.A. from the University of California at Irvine and received her Juris Doctorate from the University of California, Davis School of Law, where she was President of The Federalist Society.
Damian Esparza currently serves as Director of Development for the Diocese of San Diego. Previously, he served as Principal of Barrera and Company, Inc., a firm that specializes in capital reserve planning for real estate developments. He founded SmartProperty.com, a mobile app for budget and planning. Prior to working in real estate, Mr. Esparza worked in technology investment banking based in San Francisco, and began his career in the mail room of a Hollywood movie agency. In college, he served as a congressional intern. He graduated from Boston College with a degree in Philosophy.
Carmen M. Covelli-Ingwell
Carmen M. Covelli-Ingwell served in the White House in three different capacities including Special Assistant to the Press Secretary, Special Assistant for Cabinet Affairs and Staff Assistant for Presidential Personnel. She was also owner and partner of Carter Herrera Inc., in Mission Viejo, CA. She holds a Bachelor of Arts in Film and Electronic Media from California State University Long Beach.
